Broadband Access Cuts Waiting Times, Easing Time Poverty for U.S. Women
A new analysis of fourteen years of nationwide data finds that expanding high‑speed internet in a community can measurably shrink the amount of time women spend waiting for services, a factor researchers say contributes to the broader issue of "time poverty."
The study, which tracked broadband adoption rates alongside reported waiting periods for health appointments, government benefits and other routine services, calculated that a ten‑percent rise in broadband penetration correlates with a 1.19 percent drop in average waiting time for women in that area.
Waiting time—defined by the researchers as the cumulative minutes individuals report spending in queues, on hold or in delayed appointments—has long been recognized as a hidden cost of limited connectivity. Women, who statistically shoulder a larger share of caregiving and household coordination, are disproportionately affected when digital tools that could streamline scheduling or enable virtual interactions are unavailable.
The findings arrive against a backdrop of persistent broadband gaps. Rural counties and low‑income urban neighborhoods continue to lag behind the national average in high‑speed internet access, a disparity that the Federal Communications Commission estimates leaves roughly 21 million Americans offline or on subpar connections. Those gaps translate into longer phone hold times, fewer options for telehealth and limited ability to complete online forms, all of which extend the time required to secure essential services.
Reducing waiting time has tangible economic and social benefits. Extra minutes reclaimed can be redirected toward paid employment, education, or unpaid caregiving—a shift that may improve labor‑force participation rates and earnings for women who otherwise juggle multiple responsibilities. Moreover, the time saved can alleviate stress and improve overall well‑being, factors that policymakers increasingly view as integral to equity initiatives.
Experts suggest that the study’s results bolster arguments for continued investment in broadband infrastructure, especially in underserved regions. Federal and state programs aimed at expanding fiber, satellite and 5G coverage could not only close the digital divide but also deliver measurable gains in how citizens allocate their time.
